You need to remove carburettor and clean it properly.
sitting for more than a month will cause problems with carb gumming up internally

Yep, I would say its the needle and seat.take the carb off if you can, take off the fuel bowl. Slide out the pin holding the float on , the needle valve should come out with it, hanging onto the float with a lil wire clip. Clean up the needle, look at the tip, spin it in your fingers to make sure it is smooth with no grooves. Get some carb cleaner, clean out the seat, look in the hole to make sure there isnt any crap in it. While you got it open, grab a screwdriver, pull out the jets, clean them as well.. Assemble float in reverse order, and while holding carb in upright position, blow into the fuel inlet line, should be free and clear. Now pull up the float gently until it stops, try to blow again, you shouldnt be able to blow in it if it is working right.Replace the needle and seat if all else fails. When you put it away next time, turn the gas off and run it dry, lot less headaches. P.S. you might try tapping on the carb before tearing it apart with a small hammer to dislodge the chunk of dirt out of the seat, sometimes its an easy fix!
Rebuild your carb an thoroughly clean it and all of the valves with carb cleaner.
You have to clean the carburetor thoroughly. the reason why fuel pours out from the said tube (which is called overflow outlet), is that some residues of the old fuel stocked in the carburetor for a long time has somehow clogged the fuel check valve that regulates the flow of fuel going in the carburetor with the use of fuel float. even a small grain of sand can put gap between the check valve and the fuel orifice thereby fuel will still flow uncontrollably. Make sure also that the orifice must be completely free from dirt and residues.
carburator is gummed up with old gas. It won’t work right until it’s been cleaned properly.
The needle valve (jet) under the float most be hang open or the small rubber tip on the end of the needle valve (jet) is’nt sealing when it closes,if all of this looks ok ,you might have a small whole in the float ,that allowing the float to fill wth gas, which would keep it from closing the needle valve (jet) to stop the gas from over flowing.
You will need to clean out the Float Needle Valve seat! There is most likely a bit of corrosion or crap that is stopping your Float valve from sealing properly!
